cupsd запущен из коробки, даже если никто и не собирается печатать. Возможно, его можно перевести на запуск по сокету.

Сделал systemctl stop cupsd.service, из окошка печати пропали принтеры из списка.

cups.socket слушает /var/run/cups/cups.sock, но директория /var/run/cups просто так не создается никем без демона.
